when there are 3 owners how do you force the other parties to buy out or sell

You have to petition a court to order the forced sale. Only a court has the authority to force the sale. You can only try to persuade the others to sell or to sell their interests to you. That usually doesn't work.

Does the obstinate party want money or to keep the property?

You can ask them to buy you out.

If that fails, off to court you must go!!
