My question is: Isn't it illegal to not have a Fire Evacuation Plan for Apartments Buildinga?? My mother lives in a 55 and over facility, and nothing was with her lease or available. Residents have been asking for it for 3 years.

The local fire marshal can be found on the city or county website.
A tenant should call or visit and ask.
