i am having my wages garnished for 30,000 in medical bills. Can someone file bankruptcy without the use of an attorney.

Yes, you can.

However I do not recommend doing so unless it's a basic no-asset Chapter 7, and you've read up on the subject and perhaps bought NOLO's book on the subject

One tiny mistake can end up with it being dismissed and you won't be able to refile for some years.

You can but it is recommended that a bankruptcy attorney's assistance be used even in a "simple" (not complicated) bankruptcy.
You might want to read up on filing for bankruptcy before talking to an attorney - that would help so you have some understanding of the process.
