K Visa fiancee visa/ status change

Hi, my friend is in USA on a tourist visa (staying till May- visa for 10 years). We have decided to get married ( I am waiting on my oath ceremony for citizenship)- what would be next step to change his status to permanent resident after we get married? Does he need to go back to Romania and invite him here as my finacee or can we do all the paperwork from here?

He can stay here and marry you without going back home since he came on a visa and has an I-94. The papers would go faster if you are a citizen before you get married. Get a lawyer to file necessary papers when the time is right......It would take about 9 months to get a temporal GC.
