if someone is shoot and then ran over by a car and a few of the law enforcment do every thing to keep ya from proper medical attention and do not act on any facts or leads you have provided , then weeks later arrest you on charges so proposterus that the judge rors you is not there a part of due process that says if your not protected under due process your not allowed to be arrested investagated ect.. ect...

Frivolous prosecution by a prosecutor is generally called "malicious prosecution." With regard to the rest - if you really have such a strong case against a municipality along with significant damages, there will be plenty of attorneys willing to take your case and sue the city, state and/or federal government without any cost to you. Much of the time I find that this is not the case although there are always exceptions to the rule.
