Executor vs last will and testament

Hello everybody, My mom recently died in aug 07, she had a will made out in july 05, stating that her house to be sold and split three ways to the siblings. One of my brothers is the executor, he has not sold the house yet, instead he is letting some of his employees live in the house, they are paying him rent and they are also remodeling the house, he did not tell me of his plans, until I went by the house, some of the remodeling is good but some is hideous. My questions are, is there a time period that the house needs to be sold? or does he determine that? My mom left me a certified copy of her will. I know this is probably a easy question for yall, thanks for any advice, I'm in Tx.
