excise tax on car

My car was repowed in;2006 they kept plate and now ct wants me to pay over twotousand in taxes. I moved to fl in 2008 came toblive in mass and cant get a license because i owe taxesin ct

I suggest you contact CT and provide proof of the repossession, which would explain you not being able to return the plates.
