Ex-Fiance Property Dispute/Shipping Reimbursement

My wife's ex-fiance has her property in a storage unit in another state and is finally (after two years) allowing her access to move it back (from FL to HI). He retired from the military and had the property shipped to Florida in anticipation for their marriage and settlement there (they were engaged); however, during the time that he was apart from her he kindled another relationship and eventually broke off the engagement. He, for over a year, told her that since the property was in storage that he was not going to go through it and not allow her to move her stuff until he got a place of his own. He has since wrote her and advised her to have her belongings shipped and he is taking full claim to some of the property that they purchased together and some valuables of her's that he has in his possession due to the shipment (now claiming "gift").

Is there anyway that she can hold him responsible for the cost of shipping her property back to Hawaii; how does she sue for those items he is claiming "gift" for and to settle dispute of joint property purchased during the relationship; and since all she was left with was her clothes, is there a way to sue him for the inconvenience of having to spend more money to purchase more living items, get another place to live, and pick-up where these actions left her - "pain and suffering"?
