Estate administrator

My husband passed away last May, 2005. We were married for 24 years. I filled out the paperwork at the Regiter of Wills office to become administratrix of his estate because he did not have a will. My brother-in-law recently went behind my back and without any knowledge on my part and had himself named as asminitraror. I was not notified of this at all. How was he able to do this without anyone contacting me first? He is now named as temporary administrator of the estate even though my husband and I owned much of our properties, etc. together. I don't know how this could have happened.
