Establishing Paternity when father is deceased and mother is unwilling

Hi, my name is Angela. I'm not too sure if you can help me, but it's worth a shot. Anyway, here's my situation.

My mom, Debbie, has either temporary or partial custody (I'm not sure which and I'm sorry) of my nephew, Danny. We are trying to establish paternity. The man, Randy, believed to be his father is dead, and my sister, Debi, will not give her blood to have a kinship test done. My mother is struggling and if paternity was established and Randy is in fact his father then, Danny could be looking at 1,200.00 dollars in child support a month. Is there anything my mother can do to establish paternity another way, or is there a legal way she can make my sister, Debi, get the test done? I appreciate your help no matter what the outcome and I hope I didn't mess anything up.

How will you establish that Randy is the father by using Debi's DNA? Do you have a sample of Randy's DNA?
 
Did the medical examiner even keep a sample of the deceased's DNA? Unless your mother has custody of this child she generally cannot get SS benefits.
