I am right now in opt status(f1student)one franchise owner wants to sponsor me.but he is not sure whether he is eligible to file spplication for me.
1)he said he showed his business as loss last year
2)he has some tax due
3)he has debts

My question is is he still eligible to file application for hiring me aa a foreign employee at his business?

I suggest you hire an immigration attorney, ask these fine people: www.uscis.gov or return to your homeland as you agreed to do upon being allowed to enter the US legally.

Anyone can file an application for a visa, whether it is granted or not is a different matter. There are multiple types of visas which allow someone to work in the US.
