My parents have a home in king of Prussia pa. They have had problems with the electric bill and the electric was turned off by Peco. My mom is disabled and she was living at the property but also renting out the upstairs. The previous tenant never paid their share of the electric bill and now they are stuck paying it. Is it possible or legal to install a separate meter box and panel to run the upstairs and have that connected so that they can have a separate account. It's a four bedroom house with an empty upstairs three bedroom and one full bath and my parents live downstairs. So someone who is renting upstairs it is pretty much a separate living quarter.
 
They need to check with the city authorities.

In some cities, you can't just rent empty space unless its allowed by ordinance, or permit.

Then there's the issue of zoning.

Again, contact the couty authorities or elected city council ern or mayor. They can direct you to the proper city or coutby iffcial r department.
