easements and right of way

I have a neibor that has put a gate up blocking the easement to get back to my home and has dug up the road and has put objects in the road to make it almost impassable.I have talked to emergancy services like fire,paramedics ,police and they all said if i was to have an emergancy that i would have to be able to make it to the gate before they would be able to help.I also have my 2year old grandaughter living with me also.Is there any way I can have something done about this or someone i can conntact.I feel my rights are being violated by not being able to have ANY kind of services.

The question is whether the neighbor has built something in violation of your easement. Is the gate on the property for which there is an easement?
