Dummy Surveillance Camera

I live in a homeowners community (HOA). I recently purchased a dummy surveillance camera. I could not affix it to the outside of my unit building because this is against the rules. Instead I wanted to test it in my garden window and faced it towards the street. Then a few days later I saw the association security guard taking photos towards my garden window about 7:30pm.

I haven't asked the manager why were photos being taken of my garden window yet until I wanted some information of the legality of the placement of this camera.

There is nothing stimulated in our governing documents stating that I can't have a surveillance camera inside my house.

I would appreciate your opinion on this matter.

Sometimes the rules have to do with what is visible from the outside, even if it is actually inside the home. Consider the example of placing a large sign in your window from the inside.
