Drivers License Suspensions

I am a current resident of Colorado. I have fines from outstanding, no DUI offenses from Illinois that are more than 10 years old, one nearly 18 years old, that is barring me from obtaining my Colorado Drivers License. I have made contact with the appropriate counties in Illinois, and they will not release my suspension until those fines are paid, and do not offer a payment plan in which they would life the suspensions while those fines are being paid. It is unlikely I will return to Illinois in the future, nor appear before a court in Illinois to address these issues.
I may be mistaken, but isn't there a statue of limitations in this regard hat can aide me?

Find the money to pay Illinois in full or buy bus passes.

Pay your fines. Illinois does not owe you any kind of break.
