Animal Injury, Dog Bite Dog bite while volunteering for rescue group

My 24 yr old daughter was bit by a dog this weekend while volunteering for an animal rescue group. There was nothing signed by her waiving any responsibility when she filled out the volunteer form it just stated you must be 18 due to liability.
She was asked to pick up a dog from a groomer who was holding the dog due to it having killed a cat in the home it was being fostered in and was brought back in. She was to bring the dog to an adoption day at a local pet smart.
After carrying the dog out to her car and going to place the dog into the back seat the dog bit her in the face below her eye, she then proceeded to place the dog on the ground and step on the leash so it wouldnt run away which it then attack her legs and while trying to grab its leash she sustained several bites to her hand, wrist, and arms. She got the dog back into the groomers who proceeded to call animal control and the emergency squad who took her to the hospital.
She was treated in the Er for all injuries, she had to apply for charity care due to being uninsured to a recent job change. This was on Saturday 10/10, on the 11th the injury to her right hand became increasing red and swollen and more painful, a return trip to the er confirmed a developing cellulitis and the need for possible IV anitibiotics( she is on oral ones).The Er dr works for a hand surgeon and wanted her seen there today and told her to get that rescues insurance info and call for an appt and be seen today asap.
They will not see her unless she fronts the money or has the liability info, the founder of the rescue says their insurance is for employees and passerbys only it does not cover volunteers only people who may be visiting the animals for possible adoption.
IF she needs IV antibiotics your talking thousands of dollars for them to even see her or she would need to be admitted to the hospital to recieve them since no dr will see her.
What are our options?
