Discrimination

I have two neighbors that have been harassing my wife and I. We have been living in our condo for over three years and have had some problems with one neighbor for about two. Just recently a new couple moved in below and has complained about every little thing. We have a three year old that is very energetic. At time she will run around the house. He will come up and harass us for every little noise we make. My wife has been keeping a log of when he comes up. We even had the president of the board to our unit to see how loud we would be if we were walking or running. The board has said that they will fix the area between the downstairs unit and my unit but at this time he is unable to do so because of their child. Is this harassment and is this something that I should pursue?
