A person born in the US or its territories and subject to the jurisdiction of the US at the time of birth, or a person naturalized or otherwise granted citizenship by an Act of Congress.
There are various ways to become a citizen that can't be summed up into a quick response, but the above covers the vast majority of it.
Did you have a more specific question about particular circumstances?

If this is about birthright citizenship I encourage you to read the majority opinion and dissents in SCOTUS cases US v Wong Kim Ark, and also Elk v Wilkins- particularly the detail given in the Elk case about the jurisdiction clause of the 14th Amendment which has been forgotten over the years.
