Dealership withholding registration

We purchased a vehicle from a dealership in Ohio in May. We live in South Carolina. Our bill of sale says n/a under state sales tax. We paid our property taxes and went to register the vehicle in sc only to be told that the dealership hasn't sent the paperwork. When we spoke to the dealership, they stated that we need to pay $500+ for sales tax before they will send paperwork to DMV. this amount should have been included in the loan, we do not have the money to pay this up front. So we have any legal grounds here?!

You should probably make payment arrangements with the dealer.
 
So just to be clear. They are not in breach of contract for not sending the paperwork to dmv when the contract clearly states n/a for sales tax?!

Now, how do you intend to rectify it in the most expeditious manner possible? I can tell you this: Paying the $500 is the fastest and cheapest route.
 
The "NA" is likely regarding Ohio State tax. The dealer still collects applicable SC state tax. Your local SC registration office can explain the process. There is no way you avoid paying tax on this purchase.
