Criminal Records, Expungement Crime and Moral Turpitude

How does an arrest for misdemeanor petty theft affect a security clearance. I was told that because of moral turpitude, once a thief always a thief is what people think. If my job will require a security clearance will this black mark on my record keep me from having that job.

I am also a victim of the local police dept. "denial of a Work card" due to Moral Turpitude. I was convicted of Failure to File Federal
income tax 20 years ago!

That is severe... and odd. I have only seen such a case where it involved tax fraud and not a mere inadvertent failure to file.

The difficulty with moral turpitude crimes (they are considered to be inherently bad acts, e.g. immoral and not needing statutes for one to understand the wrong) is that they are generally not eligible for expungement from my understanding.
