Court appointed attorney

My step has been in jail for nearly one year. He has a court appointed attorney that has not completed any task that he said he would. Example: He said he would pull phone records to have that would prove that my son was not involved in this crime. He said that he would use those records at a depesition were the other offender would be and present it to them so to dispute there statement of him being involved in this crime .not only did he not pull the phone records, but there was no deposition.
My son signed a plea agreement last week and says he feels like he was forced to sign it. Is it too late for him to change his mind and is it too late for us to try and get him a new attorney?
He is scheduled to be transferred to prison to serve the rest of his time based on the plea. We are just devistated over all of this. What can we do - we have no money.
