If I hire someone to draw the illustrations for a clothing line and also illustrate several children's books that attach to the clothing line, does the illustrator own her creations? How can I simply hire someone to do to job I would like to have done, approve the designs without royalties, etc?

Yes, you can. You would also want that designer to sign an agreement that states the work is a work for hire and that you own all the rights, including copyright, to the creations.
