What do your CCRs say? Generally there's a board that decides on dues each year and generally the CCR's say how much or what percent the deuce can go up each year. Usually it doesn't need the approval of all the homeowners just those on the board. Also there are usually something called special assessments that can be done if more money is needed for specific reasons. Again this is usually based on board decisions versus all homeowners. But you'd have to look at your CCR's to know how your association is run.

It's the documents you got (or should have gotten) when you bought your home.

They are your contract with the HOA.

Even if you never got them, don't know what they are, never heard of them, doesn't matter, your purchase contract alluded to your obligation to obey the CC&Rs.
