Condo Assoc Responsibility to Fix Leaking Patio

We live in a two story townhome which is actually classified as a condominium. Over a year ago, we noticed that there was a leak in the floor of the second story balcony, causing water to come through the ceiling of the first floor patio, causing large ugly stains the ceiling of the first floor patio (which is white)and causing puddles, mold, mildew etc on the floor of the first floor patio.

After months of complaining to the condo association, they determined that flooring under the tile needed to be replaced on the second story floor. The condo association hired the condo management company to do the work The condo management company used a private employee of their own company to do the work. When the employee came to do the work, he realized that our storm shutter tracks had to be removed. Without consulting us, they removed the storm shutters from the sliding glass doors on the second floor, and removed the tracks. They removed all the tile and flooring down to the concrete, replaced it, re-tiled and left.... They did not replace the shutters. We contacted them about the shutters and they came out and put the shutters back up...

Next time it rained we realized the patio was still leaking. The problem had not been resolved at all. This time they came back out and stated that the problem was the person who put the shutters back up had used screws that were too long and damaged the new floor. When we stated that it was their same person who did it, they said it was our problem because we should have hired a shutter company who knew how to work with shutters and not a handyman ?????

This has been going on for over a year... the condo association has paid the condo management company in full for fixing the patio, but its not fixed at all. Despite repeatedly saying they would come out and look at it again, nothing has been done.

The patio is definately a "common" area as described in our condo docs and as already admitted by the association and the management company, there is no dispute there... they are definately responsible for it.. but how can we light a fire under them to finally do whatever needs to be done to fix it...
