I am a contractor, and my competitor has been comeing onto my jobs, and offering my employees more money to quit and work for him. Is this legal for him to do while they are on the clock being paid by me?

Nothing illegal about that, I'm afraid.

You could ask the owner of the premises where you're working to try to get the police involved for trespassing (or, if they're on your premises, do it yourself).

But other than that, poaching employees is completely legal.

If your employees are so easily persuaded to leave, perhaps you should reconsider the pay/benefits you provide?
