Compensation for voluntary training

Hi! The local state workforce development office solicited a specific group of non-bargaining employees of the school district to take job enhancing training. In exchange, the employees were to receive $500 per training module completed, up to 3 modules for $1500. The employees were required to submit an interest confirmation via email to participate by a specific deadline.
Today that office sent out confirmations of participation. However, due to the demand, can only pay up to $500 for 3 completed modules.

My first thought is this is an anticipatory breach of contract. Supposedly the funding is coming from some type of grant, but the department clearly underestimated how much demand there would be.

What grounds do the employees have to stand on in demanding the full amount promised or taking this to court?

No, there was no contract.

There was only an invitation to apply.
