Community Driveway questions

Hi, I am one of 16 homeowners where we all share a community driveway. We have gates on both ends and they are in need of repair or replacement to upgrade. How can we go about asking all the homeowners to pay for the gates? Do we take a vote? need advice before we call a meeting. We have no assocation or dues etc...

If what you posted is factual, I see no way YOU can force anyone to pay for the repairs.
I don't think if 14 agreed to share the costs of repairs, they couldn't force the two dissenters to pay, either.
 
If enough of you are willing to pay to repair or replace gates, I assume you could do that. However, I don't see how you can make anyone pay who doesn't want to.
