Can it happen? Of course.
Is it legal? I have no idea. This is an extremely esoteric matter of local law that virtually no one is going to know off the top of his/her head. Someone would have to review the statutes (if any) that govern a community dock association. That said, I'd be flabbergasted if any statute prevented what you described.

Why is that an issue for you?
Boats moored in private slips on Table Rock Lake must belong to corresponding slip owner in accordance to the Table Rock Lake Shoreline Management Plan. Section 5-09b states "The use of boat mooring facilities will be limited to the moorings of boats owned by and registered to the permittees and co-owners".
