your a month in a half behind in the rent the lease expired in july and the landlord has locked the gates you cannot get into the place to do business.and the landlord leaves a message in your voice mail he wants to know when the rent is going to be paid and when the vehicles will be removed from his lot. my ? is can the landlord lock the place up.where the owner cannot get to the cars

A commercial lease often does allow for the landlord to do exactly this unlike a residential situation.
What does your lease agreement say about delinquent payment and consequences?
I don't know about your jurisdiction specifically, but the landlord very possibly is justified in the action. The sooner you pay up or come to some agreement the sooner you get your property back.
If you can't afford to pay them you will likely need a court order to proceed.
