My question is: can a spouse's credit be reported on if the other spouse incurred a debt and it is the other spouse's name with the collection company? Can their name be put on the debt and reported on to a credit reporting bureau leagally?

If one spouse has debt in that spouse's name only the credit scam bureaus shouldn't be reflecting negative issues on the other spouse's credit report.

Your remedy is to use the credit scam bureau's resources to dispute the error.

No, the innocent spouse should not be connected the anything that the alleged negligent spouse is doing.

Again, your remedy is to use the resources available to you by the credit scam bureau that is impacting your FICO.

Be advised, the credit scam bureau may do NOTHING, except IGNORE you.

If that occurs, you might wish to discuss the problem with a local lawyer.

No.

However, since New Mexico is a community property estate, both spouses may be legally liable for the debt and subject to being sued. If both spouses are sued and a judgment entered in the creditor's favor, the judgment could legally be reported on both spouses' credit reports.
