So, my university just said that they are automatically including parking permits in the semester tuition bill. If someone doesn't have a car on campus they can fill out a form. However, they are including fraternities and sororities in this. 3 of us Fraternities have our own property parking lots and will not be using the parking lots that the university has. Can they still charge us for parking on their property even though we wont be?

Yes.

And all of the member of the three fraternities can band together and refuse to pay it, raise hell about it, and see if the university backs off.
