Certificate of Ownership of Vehicle - Buyer Never Registered

Seller transferred title of Honda to Buyer. 3 weeks later buyer had an accident. Buyer did not register Certificate of Ownership of Vehicle with DMV and had no insurance at time of accident- Almost one year later - Seller named as party defendant in law suit. Is Seller liable ? Is Seller responsible for plaintiff's damages when title to car was given to buyer, and it was buyer that failed to register the car and record the title in his name ?

Seller's insurance company has commenced declaratory judgment action to be exempt from liability. Selller has no resources to hire an attorney.

Please advise.
