Anyone? I can't speak for anyone other than myself, and I haven't, but your post suggests you have heard of such a thing.

Is that really the only thing you intended to ask?

Maybe not trees, but I've certainly seen COs held up for failure to finish the landscaping. The structure itself is not necessarily the determining factor.
