My wife was given a cell phone 3-4 years ago by her sister and brother-in-law. My sister and brother-in-law have paid for the service and asked nothing in return. This was a birthday gift. Just recently, they have decided to de-activate my wife's phone with very little notice. Is there anything we can do?

Just recently, they have decided to de-activate my wife's phone with very little notice. Is there anything we can do?

Yes, she can activate the phone in her name and pay her own bill.

They were quite generous to give her a 4 year gift, plus she still has a phone.

Agree. Just because they gave/bought her a phone doesn't mean they have to continue to pay the phone bill.
