can lender take money from my bank account

If your lender is the same bank where you have your bank account the answer is yes. The bank has a contractual right of set off that is spelled out in your account holder agreement.

If the lender is a different bank from where you have your bank account, then the lender will have to sue and get a judgment before being able to levy the bank account.
