Can I sue a credit card issuer for violating the Credit Card Act of 2009?

I signed up for a new credit card and initially requested a balance transfer. After discovering that my credit limit was not high enough to pay off other cards plus leave room for me to use elsewhere, I called customer service and cancelled the balance transfer. Subsequently, I received (3) letters from the bank verifying that the balance transfer had been cancelled. Several weeks later, I learned that the bank had not cancelled the balance transfer and paid off two of my other credit cards which maxed out the new card. There is no available credit, only a monthly payment of more than $250 which is excessively high for a $3500 balance. Also, there is the issue of opening a checking account without my consent or prior knowledge. As far as I can see with the Credit Card Act of 2009, there has been a clear violation of transparency and fairness to me as a consumer.
