Can I become someones legal gaurdian if I am not related to them at 18

I am 18 and I wanted to know if a child aged 13 yrs. old is living in a bad family situation is it possible for me to take custody of them.

I don't know what you mean by "bad family" but if she is being abused or neglected, contact Child Protective Services.
