Can a Washington HOA enforce some CCR's and not others legally?

Our HOA ONLY enforces collection of HOA fee's, but does not enforce the maintenance of garbage control, perpetually barking nuisance dogs, open access to all properties, speed limits on our private (gravel roads), some drivers (board members) have proven themselves very dangerous, etc.

I was under the understanding that it was the obligation of HOAs to enforce all rules that support and sustain values of all properties with in the HOA. Amongst other things...


Do we, as property owners have any recourse? ---- Accumulatively or individually.

You have discovered what a joke HOAs are. They are great if you are a board member and find yourself above the law and CC&Rs, indemnified by insurance paid for by the poor slob homeowners, and with the power to punish those neighbors you dislike.
You, on the other hand, are nothing but the open pocketbook for the lawyers and prop managers to pick, pretty much at their whim.
Sure, pick a fight with the board members who are blowing off their every obligation....and see how quickly your property comes under attack for some arbitrary "violation".
