Although I signed paperwork can a business be held accountable for something they told me when speaking with them over the phone if it was not true?

Depends on what you signed and what the circumstances were.

Generally, however, you are bound by the contract no matter what anybody told you outside the contract.

That's why you never take anybody's word for anything and you thoroughly read and understand the contract before you sign it.
