What should a person do if he's getting blackmailed with a sex video that he didn't know was being recorded and now she's been asking for money every week or she will leak the video on YouTube and Facebook

FYI youtube and facebook do not permit such content on their sites. If this person did post such a video on either site they would likely see their account suspended. Outside of that you already got your correct legal advice
