Fraud, Embezzlement, Bad Checks Bad Check?

I just received a letter from a Mississippi county constable advising of bad checks written in 1991. It states that it is an attempt to solve this matter without going to jail. First of all - I have not written bad checks that I know of so this caught me by surprise. I do know that at that time there were some people of "questionable" character that I ran with. To protect my name I obviously want to fix this. Is there a statute of limitiations for state/federal that I could refer to before contacting the constable about this. Obviously, I am also concerned about criminal charges should anything else arise from this. I am a law-abiding citizen and have never done anything wrong in the legal sense. Thanks
