I have a question pertaining to my brother and his children. My brother has two children with a woman and she has been out of their lives for five years. She has made no attempt at communication or child support, although my brother has custody. My question is....how does he go about getting her parental rights taken away? What steps do we need to take so that these children are protected and what requirements need to met to deem her unfit, other than abandonment?

She's clearly not unfit. Abandonment does not equate to being unfit.
He cannot petition the State to have her rights terminated unless it is part of a stepparent adoption.
What he CAN do though is keep filing for contempt wrt unpaid child support (assuming that there is a court order), and he can ask the court to order either no visitation at all, or visitation be left up to him.
