Association Fees

If you have a situation where you are paying your fees for services that are supposed to be performed around your condo and other members are not paying their fees, so your services are not being performed as the association is going bankrupt, what recourse do you have?

Why should you have to keep paying for services you are not receiving. I understand that if you don't pay they can put a lien on your property, but that doesn't get your services done around your property.

We have been told that the fees that are being collected are paying for the associations insurance and that the other services are being suspended due to no funds.

This concerns my elderly parent (82) living on social security only, that is living in this condo and needs to have the outside services continue in order to keep up the outside of the property. This is part of the reason this place was chosen as they would do the yard work. Now we have to continue to pay, but she gets no services.
 
This has a bit of a smell to it. In most situations the HOA must create a budget for fiscal management. The yearly assessments or HOA dues plus any other "revenue" should be offset by "expenses" in the budget. If the contributions by the owners do not meet the expenses it seems that the assessments are not enough to pay the bills and the Board of Directors for the association should do something to cut the expenses. The association should also have an attorney at their disposal. Has anyone contacted the attorney or have there been any HOA meetings to discuss the financial situation?
