Association Board

I've looked everywhere for this answer. The situation is there are 3 board members on the associations board and one resigned to the other two members. Would it be up to the board President to call a special meeting to announce this and if the special meeting was called and the other board member would not attend what would the board president do. Could she still hold the special meeting without a quorum or due to the other member not being there would the president be a quorum.
