Apartment with a big hole in bathroom ceiling

My nephew is paying rent for an apartment with a big hole in the bathroom ceiling. The apartment above toilet leaked water and urine into my nephew's
apartment causing the ceiling to cave in. He talked to the Landlord and was told it would be repaired but it never was. It has been almost 2 weeks, how can the landlord get away with that? Should the housing authority be called?
Or the Board of heath? This is in Indianapolis, Indiana and he has lived there for 8 years.

Landlord most likely wants to make sure the subfloor of the upper unit is dry before repairing the ceiling...2 weeks may not have been enough time.

The issue is probably not considered a habitability issue and if your nephew likes living in the unit and wants to continue living there, a reminder note in the Feb rent may be more in order than an over reactive call to housing officials.
