apartment advert con?

we found an apartment in the classified ads, a big apartment for a very cheap price. the landlord lives in norway and says he was left the apartment by an aunt who died. he is asking for £500 a month rent - £500 security deposit and two months upfront before we move in. £1500 - he wants us to prove we can afford it by using a money gram agent, moving money from myself to my partner, showing him the reciept and when we withdraw the money, telling the agent that he is our cousin. we are a bit suspicious seeing as this apartment is in the centre of manchester, fully furnished, 2 bedroom, inclusive of all bilss, council tax, internet and sky tv. is this likely to be a scam???
