Any Property Right in a spot on a School's Waitlist?

If a school gives you a spot on their wait list and then school then decides to decrease class size for that year by an amount, that had they not done so, you would have been admitted, is there any course of action that you could take?

No; a wait list is not a guarantee that you are going to be granted admission rights.
