My fixed income parents gave their apartments over 90 days notice of intention to move. The landlord charged them back double of what they thought they would be charged. What is the norm for breaking a lease?

Read their lease.

If this is mentioned in their lease, the lease controls.

If it isn't mentioned, then the sky could be the limit.

Did moms and pops break their lease, or did they give notice in accordance with the lease expiring?

If it was in accordance with an expiring lease, there should be no additional charges.

But, read the lease.

Either way, if they believe they are owed money, send a letter requesting it be refunded.

If the landlord believes he doesn't owe it, they'll have to sue to get it returned.

If that's the case, they might be kissing it goodbye.
