Affadavit of Domicile Question for US Citizen Living Abroad

Hello,

My father passed away a few months ago. He and my mother sold their California home, and moved abroad several years ago due to my father's job situation. Hence, at the time of death, both parents were US citizens living abroad.

Luckily, all my parents' bank and stock trading accounts are joint tenancy with right of survivorship which means that my mother will inherit everything as the surviving spouse. However, the banks are asking that we fill out an Affadavit of Domicile for my father. Given that he moved abroad several years back, his residency is not in the US, even though both he and my mother are both US citizens, and were still paying both both US federal taxes, as well as California Non-Resident taxes at the time of his death.

How do we handle the Affidavit of Domicile situation given that it's the death of a US citizen living abroad? Is there any such thing as an Affadavit of Foreign Domicile for US Citizens living abroad?

Any advice for my mother and myself would be greatly appreciated!
