Is there any recourse for the family of a murder victim when the PD and DA offices completely mishandle the case? Specifically when they 'lose' all physical evidence and refuse to communicate with the family for nearly 30 years? Can they be held accountable?

Unless misconduct or malfeasance can be proven, prosecutors are immune from lawsuits brought relative to them carrying out their assigned duties.


Lawsuits are easier relatively easier to bring against the police.

Again, the same things must be shown or proven.

If you think you have a case, you can write to your elected state officials, the state attorney general, the governor, or even the current county prosecutor (unless it is the one you're suspicious about).

You can also consult with a local attorney to determine which remedies might be available to you.

The initial consultation is generally free.
 
I would go to your state representatives and senators. After 30 years it is unlikely you have a case against them.
